Responsible for the support and guidance to Construction Managers, Site Managers, and field personnel in Contract matters. Responsible for the adherence to standard work processes and procedures, and other tools for Contract Subcontracts administration. Maintain a working relationship with the Construction Team and Functional Managers.

Your main goals

  • Work with Project Management, Construction, Commissioning and Start-up stakeholders to deliver subcontract activities in support of the Schedule.
  • Provide contract administration functional guidance to personnel and other functional groups involved in contract administration.
  • Administer the prime contract with the owner.
  • Work with Project Controls organisation to monitor and report on prime contract and subcontract costs. Communicate and act upon trends identified with Site Management Team.
  • Communicate current contract management issues, information and topics of concern to field personnel through regular Bulletins.
  • Manage contract changes as required per company policies
  • Develop and maintain standard work processes, procedures, and work process improvement tools for contract administration.
  • Monitor and ensure the sound application of the various processes and procedures
  • Ensure that Colas Rail fulfills its contractual obligations towards its clients.
  • Ensure that Colas Rail obtains the intended deliverables from its Subcontracts and Suppliers
  • Conduct Field Operation Reviews to assess effectiveness of the overall field contract administration program.

Your role

  • Produces a document summarizing key terms and conditions and manages adherence of the Project Team.
  • Prepares and chairs “Commercial Awareness Session(s)” with the Project Team, in order to improve commercial and contractual behavior of project personnel.
  • Draft and sign all contractual letters
  • Responsible of Change Management through close collaboration with PM and Construction Manager.
  • Ensures that all notifications required by the contract are submitted to client in the required form and in due time.
  • In conjunction with the PM, monitors and assesses productivity factors (Spent/earned)
  • Ensures invoices are produced in the form and within the time required by the contract and reviews and ensures all necessary back-up is attached.
  • Establishes and chairs periodical progress meetings with the client and produces comprehensive minutes of meeting.
  • Issues Substantial completion certificates in due time in conjunction with commissioning manager
  • Starting from the Standard Subcontracts and Supply Subcontracts Templates develops Project Specific Subcontracts and Supply Contracts templates, including but not limited to the definition of the required flow downs from the Prime Contract respecting the relevance of such flow downs to the Subcontracted scope.
  • Based on the Contract deliverables and scope of work requirements, and in close conjunction with Project Manager and key project team members, prepares a Master Assignment Schedule (MAS) to define all Purchases, Subcontracts and self perform portions of the Scope of work.
  • Produces and maintains a MAS status report on a weekly (or bi-weekly) basis, liaises with the Project Scheduler to link Subcontracts awards and Major purchases to the Project Schedule.
  • Maintains a status report portraying award value vs budget value of various purchases and subcontracts.
  • Manages the production of all close out submittals and documentation
  • Participates in Budget assumptions and reviews.

 

 

 

 

 

 

Qualifications

  • Degree in Construction Management, Business, Law, Engineering or Quantity Surveying.
  • Experience and courses in contract law, Subcontract formation, administration, claims, cost and scheduling
  • Technical and administrative knowledge of all phases of Fixed Price, Unit Price and Cost Reimbursable contract management.
  • Thorough knowledge of field and home office activities relating to contract documents.
  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups such as Engineering, Construction, Project Controls, Legal, and Accounting, as well as with contractors.
  • Strong organizational and communication skills, professional and proactive approach to mitigation of contract administration challenges and inherent business risks.
  • Knowledge of negotiations, accounting or cost engineering gained through education or experience.
  • Knowledge and understanding of the project functional groups and company policies, procedures, and work practices, as well as associated software systems.
  • Experience with and knowledge of Field Supply Chain operations particularly pertaining to Supply Chain operations at temporary operating and jobsite locations, including Construction execution.
  • Skilled in the supervision of personnel and all aspects that are involved with total personnel administration, such as requisitioning, interviewing, annual reviews, development or monitoring of mandatory training course completion, and career discussions and development.
  • Skilled in oral and written communications
  • Minimum 10 years experience in EPC industry and supply chain. Minimum 5 years supervising supply chain personnel in the field. Possesses extensive knowledge of Prime contract and Subcontract management functions and work experience of a progressively responsible nature. Receives direction and guidance from management to ensure the consistent application of standards and procedures on all jobsites. Requests appropriate support when required.
