Purpose of the role

 

We are seeking an experienced Estimator to join our Asset & Maintenance Solutions division, the role will be based at our head office in Birmingham, B37 7YB (we welcome applications from candidates across the UK who can travel to one of our offices as required). As an Estimator you will play a pivotal role in the successful delivery of high-quality, commercially robust tenders for long-term highways asset maintenance contracts.

 

Working within the highways sector, you will prepare first-principles estimates across a wide range of civil engineering and surfacing activities, including specialist treatments such as micro asphalt, surface dressing, slurry sealing and in-situ recycling. You will operate both independently and under the guidance of the Lead Estimator or Head of Work Winning, contributing to pricing strategy, tender governance, risk management and procurement throughout the pre-construction phase.

Main Responsibilities

 

The Estimator will be responsible for preparing first-principles cost estimates across a broad range of highways-related civil engineering, surfacing and specialist process activities. The role involves developing, maintaining and interrogating detailed cost build-ups using recognised estimating software, as well as producing robust pricing models and supporting documentation in Microsoft Excel. The Estimator will interpret drawings, specifications, methods of measurement, schedules of rates, bills of quantities and other contractual information to ensure accurate and compliant pricing. Working closely with internal technical, operational and commercial teams, the Estimator will validate construction methodologies, production rates and key assumptions that underpin each tender submission. The role also requires active engagement with the procurement team and supply-chain partners to obtain competitive quotations, evaluate price submissions and incorporate current market intelligence into estimates. The Estimator will support tender strategy discussions, risk reviews, governance meetings and commercial sign-off processes, ensuring estimates are aligned with business objectives and risk appetite. In addition, the Estimator will develop option appraisals, alternative methodologies and value-engineering solutions to enhance competitiveness. They will maintain well-organised estimating records, providing clear audit trails, version control and compliance with company procedures. The role includes supporting or leading the handover of successful tenders to delivery teams, presenting detailed estimate information, key assumptions and commercial considerations, and providing a comprehensive handover pack. Throughout all activities, the Estimator will uphold company standards for health, safety, environmental management and ethical procurement.

Ideal Candidate

 

The ideal candidate will hold a minimum HND and ideally hold a degree in Civil Engineering or Quantity Surveying or a related discipline is desirable, as is professional membership of RICS or the Chartered Surveyors & Construction Association (CS&A). You will have atleast 3 years Estimating experience within the Highways industry, preferably in a term service environment as an Estimator. 

 

It is essential you have full understanding of the Highways Method of Measurement and Specification for Highways and have a working knowledge and experience of working under all forms of the NEC form of contract. You will have experience in managing the procurement process and negotiating with sub contractors to achieve the best value. Experiencing in presenting to senior management in tender settlements and value engineering proposals including negotation of retained value. 

 

As an Estimator we are looking for a proactive individual who is self-motivated with a high attention to detail and an anyalytical approach to document review. A full UK driving licence is required for this role.
