Purpose of the Role

 

Support production management in compliance with applicable regulations, company standards, approved codes of practice, railway group standards and standards defined by Network Rail for on-track and construction plant matters.

Establish and maintain on-track and construction plant planning & operating systems; enabling the Infrastructure division to safely operate on-track and construction plant.

Key Responsibilities

 

  • Support production management in compliance with applicable regulations, company standards, approved codes of practice, railway group standards and standards defined by Network Rail for Lift Planning.
  • To provide accurate and safe on-track plant & construction plant planning, produce lift plans, which are required under NR/L2/RMVP/0200.
  • Devise Colas Rail collaboration with Plant Owner/Operating companies, POS Providers and plant training & assessment providers.
  • Provide support to the Rail Plant, Lift planners & ALO Planners in terms of mentoring, coaching and general technical support across the business and Alliance.
  • To be fully trained and competent in Plant planning, Lift Planner Competence, with an ability to read and interpret duty charts for all applicable machines and convert into a workable Lift Plan. 
  • To assist in the implementation of appropriate controls and audit regimes that enable compliance with safety/checking procedures. Conduct assurance surveillance and inspections to identify good practice and incidents on non-compliance and take appropriate action
  • Communicate with 3rd party sub-contractors providing POS provision to the company, review, respond & advise on information & planning being provided.
  • Review new or revised applicable company standards, regulations, approved codes of practice, railway group standards and standards defined by Network Rail for all matters relative to plant operations; writing and cascading relevant briefings and operating notices.
  • Devise Colas Rail collaboration with Plant Owner/Operating companies, POS Provider
  • Provide out of hours support for real time lifting operations
  • Visit and inspect all site access points for RRV on-tracking & off-tracking requirements.
  • Participate in the development of OTP plans for the projects allocated Attend and be part of training and standardisation meetings. 
  • Ensure that all data, reports and documentation are provided as mandated by the company’s POS procedure.
  • Liaise with plant supply companies regarding the supply and adequacy of plant Notification of training and assessing events to Sentinel. 

Person Specification

 

Job Skills

  • Leadership – able to influence people and teams to introduce new standards and method or working throughout Colas Rail and especially within the Infrastructure division.
  • Good communication skills, (spoken and written) administrative reporting/auditing skills, MS Office skills, professionalism, confidentiality.
  • An understanding of verification and auditing processes.

 

Experience

  • Plant Experience, site work experience within Plant and Technical knowledge of Plant work is essential
  • Extensive experience of planning and delivery of on-track and construction plant operations in the rail construction environment.
  • Knowledge of LOLER regulations and application
  • In-depth knowledge of relevant health and safety legislation, company standards, approved codes of practice, railway group standards and standards defined by Network Rail.
  • Knowledge of the engineering safety management and risk assessment processes
  • Ability to work under pressure and autonomously
  • Knowledge of railway training and competence requirements to operate and control plant

 

Qualifications

  • PTS and OTP Core, MC/CC competent.
  • Sentinel Lift Planner Single Lift and Tandem Lift
  • Currently hold OTP 04 – Any Line Open Working competency (or be willing to work towards gaining OTP 04 & ALO Planner competency)
