Purpose of the Role
To work on strategy and lead on Future IM (Infrastructure Monitoring) Programme Tender. Close liaison with IM Programme steering committee to define the winning solution, and onboard various suppliers inline with Network Rail scope for Future IM Programme – Measurement as a service. Work closely with IM Business Delivery Manager, and the bid team. This will include leading on conversations and onboarding various technology and data suppliers, leasing companies, and design suppliers, as well as Colas Rail and Bouygues Group internal suppliers for planning, operations and maintenance. This role will be involved in various tender brainstorming, strategy meetings, and writing the tender submission including PSQ and ITT (Invitation To Tender). This position will lead and work closely with IM Programme tender core steering committee to analyse and understand the scope and requirements for Future IM contract, and various data streams specification. Post tender stage, the position will be accountable for system integrations of various external suppliers, while working closely with internal planning, delivery and maintenance teams in Colas Rail. This will include managing various suppliers and their performance inline with the defined performance regime (KPIs) for the contract. This will be inline with the defined budget, safely and on time.
Person Specification
- Proven experience in Engineering Management on large scale multi-disciplinary projects
- Engineering Degree
- Proven experience in a railway environment to include a general knowledge of all disciplines
- Excellent knowledge of Mobile Monitoring and Infrastructure Monitoring part of Network Rail (SCO), data collection standards and specification, operations and maintenance
- Good commercial awareness
- Ability to lead and motivate people to ensure compliance with all relevant technical, quality, environmental and safety standards
- Ability and proven record in managing suppliers and their performance
Key Responsibilities
- Lead on Future IM Programme tender and delivery, together with other key stake holders
- Lead on supplier selection process inline with Network Rail scope of work for IM Future Programme and the defined 18 data streams
- On board the most suitable suppliers inline with Colas Rail strategy
- Manage technology suppliers inline with defined budget, safety and quality targets
- Work as directed by the Head of Freight, and inline with Colas Rail core values
- Attend all training and induction courses as required for the role
- Carry out regular safety tours as directed
- Perform Engineering on Call duties as required
- Achieve engineering excellence throughout the business
- As you will expect the organisation may change from time to time and you will be expected to meet the operational requirements
- Any other reasonable duties as required from time to time
Specific Safety Responsibilities
- Participate in regular safety meetings as required
- Cascade regular monthly safety meetings to own Direct Reports if applicable
- Responsible for briefing relevant suppliers or internal staff on changes in client’s and company procedures, including changes in standards
- Undertake technical checks, audits and inspections to verify compliance for external or internal suppliers
As this post may have staff reporting to it, you are responsible for ensuring that:
- Arrangements are made to carry out statutory inspections and any remedial action they produce is undertake
- Safe systems of work are in place, are monitored regularly and that local safety instructions are specified where required
- Suppliers, staff or Contractors under your control receive adequate health and safety information and where appropriate, instruction/training
- You co-operate with your employer to enable any legal obligations to be complied with
- You do not recklessly interfere with or misuse anything provided in the interests of health, safety or welfare
- You bring to the attention of your Manager any perceived shortcomings in health and safety arrangements or situations that you consider to be serious or present imminent danger to yourself or others. You instruct & actively encourage your staff to do likewise
- You do not undertake any safety critical work activity or activity for which a specific competence is required, unless you have received the necessary training/instruction and/or assessment and hold the appropriate Certificate of Competence/Authority to Work
- You do not instruct others to undertake such work if they do not hold the appropriate Certificate of Competence/Authority to Work
