Mission

The QAQC Engineer is responsible for ensuring that all PSC sleeper manufacturing activities are carried out in full compliance with the approved design, technical specifications, Inspection and Test Plans (ITP), and applicable international and project standards (EN, ASTM and others). Acts as the on-site representative of Colas Rail to verify quality control, monitor production consistency, and ensure traceability from raw materials to final product delivery.

Quality Assurance and Compliance

  • Verify that the supplier’s Quality Management System aligns with ISO 9001 and project-specific QA/QC requirements.
  • Review and approve manufacturing procedures, mix designs, prestressing records, curing process, and dimensional control reports.
  • Ensure implementation of the approved ITP and witness points in accordance with the Project Quality Plan.
  • Monitor periodic mold calibration, gauge verification, and test equipment certification.
  • Verify the traceability of materials (cement, PC wire, aggregates, steel inserts, etc.) and their certificates of origin and compliance.
  • Ensure full implementation of corrective and preventive actions (CAPA) for any nonconformities.
  • Issuance of nonconformities, monitoring, follow-up, and closure.

Production Monitoring

  • Supervise day-to-day sleeper casting operations, including batching, tensioning, curing, demolding, and finishing.
  • Witness key hold points such as pre-tensioning, concrete pouring, and post-tension release.
  • Confirm that sleepers meet all dimensional tolerances and visual inspection criteria before acceptance.
  • Monitor production rates and alignment with the approved manufacturing schedule.

Testing and Documentation

  • Witness routine laboratory and field tests: compressive strength, density, water absorption, static/fatigue load tests, and dimensional checks.
  • Review all test results, ensure timely submission of reports, and verify statistical sampling compliance.
  • Ensure that calibration certificates for measuring and testing equipment are valid and updated.
  • Maintain comprehensive daily logs, inspection reports, and nonconformance records.

Coordination and Reporting

  • Coordinate with the Supplier’s QA/QC Manager and Engineer, and Colas Rail representative during audits or inspections.
  • Support factory audits, FAI, FATs, and third-party inspections (e.g., by ENG/DOTr).
  • Issue daily, weekly, and monthly quality reports summarizing progress, test results, and quality performance indicators.
  • Liaise with the Japanese stakeholder representative at the factory regarding quality alignment and continuous improvement measures.

Pre-Shipment Verification and Authorization

  • Prior to shipment of PSC sleepers, verify that the packing list fully corresponds to the physically inspected and accepted materials, ensuring correct quantities, identification marks, and batch traceability.
  • Confirm that all relevant inspection documents, test certificates, and acceptance reports are complete and properly referenced in the shipping dossier.
  • Ensure that sleepers are properly handled, stored, and loaded in accordance with the approved logistics and packing procedure.
  • Provide formal written authorization (“GO for Shipment”) only once all quality and documentation requirements have been satisfactorily fulfilled and duly recorded.
  • Report any discrepancy or deviation to the trackworks project manager and quality team of MMSP.

Profile

Educational Requirements

Bachelor’s degree in Civil Engineering.

Desired Knowledge / Experience

  • Minimum of five years of relevant QA/QC supervision experience, preferably in precast concrete manufacturing and/or railway infrastructure.
  • Proven knowledge of EN and ASTM Standards.
  • Strong technical background in pre-stressing, concrete technology, and materials.
  • Full proficiency in Bahasa and English.
  • Commitment to health, safety, and environmental protection standards.
