Construction Railway Operations Manager
Mission
To manage and oversee all rail operations during the construction phase of the Metro Manila Subway Project (MMSP), ensuring safe and efficient implementation of the Permit-to-Work system, vehicle and work train operations, and tunnel activities. The role also includes preparing for a seamless transition of permit processes to Testing & Commissioning (T&C).

Permit-to-Work System
- Define, implement, and train teams on the Permit-to-Work process.
- Coordinate with Access Control Office (ACO) for issuance and compliance.
- Align permit rules with T&C requirements to avoid miscommunication.

Vehicle & Work Train Operations
- Manage railhead movement using a permitting system.
- Optimize train operations to minimize downtime using efficient management tools.

Tunnel Activity Management
- Control access points and ensure telecom systems are operational in tunnels and depots.
- Enforce safety compliance and co-activity coordination.

Transition to T&C
- Develop and execute a roadmap for transferring permit systems to T&C.
- Conduct joint workshops and training sessions with T&C teams.
Profile
Qualifications & Skills
- Bachelor’s degree in Civil, Mechanical, Electrical Engineering or equivalent.
- Minimum 10 years’ experience in railway construction or similar projects.
- Strong knowledge of rail operations, safety standards, and interface management.
- Excellent communication and coordination skills.
- Familiarity with CRO and CCR Rulebooks.
