Testing & Commissioning Manager - Underground Metro Line & Maintenance Depot
Mission
The Testing & Commissioning Manager is responsible for leading the entire commissioning lifecycle of an Underground Metro Line and its Maintenance Depot. This includes oversight of factory and site-level testing, subsystem integration, schedule planning, team recruitment, and operations validation. The role ensures safe and timely readiness of systems in accordance with regulatory, contractual, and technical standards.

🔍 Planning & Strategy
- Develop a detailed and phased Testing & Commissioning Master Plan, covering both metro line and depot.
- Define and maintain the T&C Organization Chart, identifying team structure and functional reporting.
- Lead recruitment, onboarding, and training of T&C personnel across engineering disciplines.
- Coordinate subsystem commissioning plans with internal teams and external contractors.
- Manage interface planning across Civil, MEP, signaling, SCADA, Telecom, rolling stock, AFC, OCS, Depot Equipment’s, and power supply systems.
📅 Schedule & Integration Management
- Create and maintain the T&C commissioning schedule, integrating subsystem timelines and construction handovers.
- Track milestones for FAT, SAT, SIT, Test Run Operations, and Trial Operation support.
- Identify risks and delays, propose mitigation plans, and coordinate recovery strategies.
- Collaborate with planning engineers and Subsystems T&C team to ensure timely sequencing of testing phases.
- Report progress to leadership and Stakeholders using dashboards, look-ahead schedules, and KPI metrics.
🏭 Factory-Level Validation
- Supervise Factory Acceptance Tests (FAT) for critical systems prior to delivery.
- Organize and lead mock-up testing for factory integration and preliminary performance validation.
- Verify FAT documentation and traceability in compliance with specifications and contract terms.
🚧 Site Testing & Commissioning
- Manage site activities including Site Acceptance Tests (SAT) and System Integration Tests (SIT).
- Lead execution of Temporary Operation, managing train movements and operational workflows.
- Oversee Test Run Operation as the primary readiness phase, validating functionality, safety protocols, and fault scenarios.
- Provide technical assistance and coordination for Trial Operation, including operator readiness and interface testing.

📋 Compliance & Documentation
- Maintain complete and auditable documentation across all T&C phases, including procedures, results, NCRs, and handover packages.
- Apply RAMS principles and ensure compliance with standards such as EN 50126/50128/50129, IEC 61508, and local regulations.
- Coordinate with client representatives, independent safety assessors, and authorities for certifications.
- Conduct internal audits, readiness reviews, and technical workshops to support approvals.
🤝 Stakeholder Engagement
- Represent the T&C function in progress reviews, steering committees, and external forums.
- Communicate cross-discipline dependencies and support collaborative problem-solving.
- Align T&C objectives with operations, construction, design, and safety teams.
Profile
🧠 Qualifications
- Bachelor’s or Master’s degree in Electrical, Mechanical, or Systems Engineering (or equivalent).
- Minimum 15 years in rail infrastructure projects with a focus on metro systems.
- At least10 years’ experience in Testing & Commissioning leadership roles.
- Demonstrated experience in FAT, SIT, SAT, Temporary Operation, Test Run Operation, and Trial Operation support.
- Familiarity with commissioning of depot systems and operational transition processes.
- Thorough understanding of project lifecycle, safety regulations, and system integration.
