Main Responsibilities

Reporting directly to the Regional Manager, the Human Resources Manager will provide a broad range of Human Resources functions at the regional level.  Responsibilities, described below, will include organizational development and training, recruitment, policy interpretation and administration, employee relations, compensation, benefits, work life and other duties as necessary to ensure maximum effectiveness of the Human Resources function.

  • Assists in assessing training needs and counsel leaders and employees about developmental training opportunities. 
  • In conjunction with Regional Management, manages the organizational plan for client groups, including developing/updating job descriptions, determining job specific skill and competency levels and determining developmental/promotional opportunities.
  • Develops and conducts training for employees and leaders regarding human resources issues. Participates in new employee orientation. Provides input to improve and further develop new employee orientation and other training and development programs.
  • Manages the recruitment process.
  • Assists in the development of HR policies.
  • Provides information and advice to Regional Manager, supervisors, and employees to ensure compliance with employment laws.
  • Collaborates with other HR Managers to share in best practices.
  • Reviews performance and action plans and provides feedback to leaders prior to communicating with employee.
  • Assists client group leaders in identifying, documenting, and communication results and deficiencies in employee performance.
  • Assists managers with disciplinary procedures and corresponding documentation.
  • Acts as a mediated in facilitating resolution.
  • Acts as the liaison between company and Union.
  • Assists in negotiations with Director of Labor Relations.
  • Determines and effectively administers the compensation and benefit changes and transactions including merit increases, promotions, transfers, demotion, termination, benefit enrollment and leaves of absence administration.
  • Reviews performance appraisals of employees from client group for consistency and verifies wage increases comply with current compensation practice.
  • Assists managers in developing job descriptions, conducts analysis to determine appropriate salary level and provides recommendations in accordance with compensation guidelines and policy.
  • Collaborates with the Safety Specialist on Workers' Compensation claims.

Profile

  • Bachelor's degree in Business Administration with an emphasis in Human Resource Management or related field. Advanced degree within HR preferred.
  • 5-7 years' experience in HR or related field.
  • Experience managing a union workforce is a must.
  • Systems knowledge (HRIS, MS Office, JDE, OnBase).
  • SPHR designation preferred.
  • Ability to craft culture and facilitate change.
  • Exhibits concern for the goals and needs of the organization.
  • Identifies and analyzes problems. Formulates alternative solutions.
  • Deals positively and effectively with employees at all levels.
