Summary:

Directs and coordinates activities related to production and delivery of asphalt products, including safety, compliance, and quality control.  This role has a strong emphasis on safe and professional operations management, including budgeting and forecasting, labor & equipment utilization, capital planning, preventative maintenance, and ensuring manufacturing best practices and tools are fully utilized across the market area.  Ensures Simon is viewed as a valued member of the local communities in which it operates. Works closely and effectively with safety, environmental, sales, quality control, human resources, and accounting personnel.

Responsibilities:

•    Health and Safety:  Ensure that all processes and equipment meet or exceed applicable OSHA and Simon safety guidelines.  Continuously pursue a culture of Safety and actively engage employees to reinforce safe behaviors.
•    Mentoring and People Development: Work closely with supervisory team to develop a professional approach to operations management, including professional and ethical conduct.  Lead monthly operational employee meetings to review safety, business performance, company initiatives, best practices, employee recognition, etc.  Coordinate with HR to select, hire, train and manage performance issues, while focusing on continual development of team members.  Responsible for coordinating performance reviews and making merit and bonus recommendations.  
•    Environment:  Establish the environment as a priority in operations management and act as a steward to the environment and the community.  Reinforce the need to meet or exceed environmental compliance among personnel.
•    Customer Focus:  Develops strong customer relationships and utilizes continuous feedback to improve products and services.  Acts with customer best interests in mind, and gains and maintains customer trust and respect.
•    Operational Strategy:  Develop an operational strategy for the market area.  Identify operational deficiencies and areas of opportunity based on systematic processes. Optimize fixed and mobile equipment utilization, and plant personnel, while ensuring customer satisfaction through excellence in quality, production, and delivery.  
•    Operations Planning:  Ensure proper processes and tools are utilized to plan operational activities, including but not limited to: maintenance programs (i.e. preventative maintenance, winter shutdown), capital planning, process reviews, and performance planning/budgeting & forecasting, asset utilization, and inventory management.  
•    Capital Expenditure Request (CER’s):  Work with team to analyze capital needs and prepare appropriate requests for capital consistent with Simon guidelines. 
•    Operations Analysis and Tracking:  Ensure that key operational data are reviewed and analyzed monthly (i.e. cost items, KPI reports). Track progress against action plans and KPI targets.  Investigate variances and ensure corrective actions are established and managed.
•    Plant and Operations image: Maintain and promote a consistent professional best in class image in all operations, including housekeeping, storage, equipment condition, property entrance, signage, and buildings.
•    Professional Association:  May participate in industry associations as a Simon representative, promoting Simon’s interests and participation.  

Qualifications, Education, Skills, Ability and Experience:

•    Bachelor’s degree in Business, Construction Management, Engineering, or similar discipline preferred
•    Five to ten years prior experience in asphalt production operations with related knowledge of civil construction
•    Three to five years prior experience leading and developing people 
•    Knowledge of applicable rules and regulations governed by federal, state, and local regulatory agencies, including OSHA/MSHA, DEQ, and DOT
•    Solid financial and business acumen
•    Asphalt materials product and production knowledge
•    Self-directed, results-oriented, and highly motivated, requiring minimal direct guidance
•    Ability to lead and motivate others; proven experience effectively managing and leading teams
•    Ability to effectively manage time and multiple priorities efficiently, while working under pressure of changing deadlines
•    Ability to problem-solve effectively while encouraging collaboration, candid conversation, and developing trust of peers
•    Ability to effectively cope with change, and handle risk and uncertainty
•    Ability to manage time effectively and efficiently
•    Valid drivers’ license and ability to maintain a clean motor vehicle record required; commercial license a plus
•    Proficient computer skills, including use of MS Office products

Physical Requirements/Working Conditions:

•    Wear and maintain personal protective equipment (PPE), as required by company safety guidelines
•    Occasionally required to lift and/or move up to 50 pounds with or without assistance
•    Regularly required to use hands to feel,  handle and manipulate objects
•    Regularly required to communicate (talk and hear) 
•    Regularly required to Stand/work on feet for long periods, and walk across uneven terrain
•    Regularly required to sit for long periods at a desk using a computer
•    Frequent work in close proximity to heavy equipment and machinery, exposure to loud noise
•    Frequent exposure to typical industrial/construction site conditions, including dust and loud noise, and all weather conditions; work conducted from an office setting and directly in the field
•    Travel, including overnight stays away from home may be required
