Colas Solutions focuses on technical assistance, troubleshooting, and adapting products for the Colas US companies for asphalt mixes, preservation products (spray applied, mixes, and emulsions), binders & soils.

HRI, Inc., a leader in heavy civil construction since 1947, has an opening for an experienced and energetic Electrical Estimator at its State College, PA, office.

The Electrical Estimator position is within our Heavy Environmental Construction Region. We are a leader in the water/wastewater treatment plant construction business.  Our experienced labor force can mobilize and successfully complete any project. Our project market includes most of Pennsylvania and parts of Maryland, Virginia, and West Virginia.

Primary responsibilities include estimating/bidding, bid schedule, bid planning, and opportunity tracking. Coordinate bidding efforts regarding labor, equipment, subcontractors and material suppliers, as well as coordinates construction means and methods and scheduling to achieve accurate bidding and cost effectiveness.  The Electrical Estimator is also responsible for building effective relationships and problem solving with the owners, subcontractors and vendors.  Will lead and participate in business development and estimating activities.


  • Directs pre-job planning including pre-job turnover, planning meetings
  • Assist project management with estimate interpretation for project budget set up
  • Actively & continually monitors project budgets to insure they are met.
  • During the bid phase of a project makes recommendations regarding construction means, methods.
  • As needed, participates in estimation of change orders.
  • Leads bid hand off meetings with project management
  • Maintains a positive professional working relationship with owners, subcontractors and vendors
  • Actively participates in business development & estimating activities within their core competency
  • Other duties as assigned by management.
  • Bid Preparation
  • Must have commensurate experience in the electrical field
  • Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate
  • Provide complete conceptual (or bid work) and final estimating input on complex projects
  • Document tracking
  • Ensure all working documents and data are maintained to back-up estimate figures.
  • Assist contracting department during preparation of inquiries and final evaluation of submitted bids as required
  • Track awarded contracts as required – may include estimating/pricing extra work items, change orders, credit, procuring materials, etc.

Qualifications and Experience


  • 4 year degree or equivalent combinations of technical training and/or related experience
  • 5 years of estimating, cost control, and/or engineering experience in electrical construction
  • Working knowledge of Primavera, HeavyBid and HeavyJob, is a plus but not required.
  • Knowledge of Microsoft Office with a high proficiency in Excel.
  • Thorough understanding of corporate and industry practices, processes, and standards, estimating techniques, engineering, and cost control.
  • Superior communication and interpersonal skills.
  • Must have a valid, non-restrictive driver’s license and meet HRI, Inc. standards for Driver’s Authorization and company safety standards.

A sign on bonus will be awarded to all hired candidates after 90 days of employment.
