About the job

Responsible for end-to-end Human Resources operations including HRIS management, payroll and benefits administration, personnel affairs, employee relations, and outsourced labor oversight. The role ensures accurate maintenance of digital employee records from onboarding to termination, monitors and approves timesheets and leave balances, generates HR reports, and evaluates HRIS solutions to align with market best practices. It manages monthly payroll for local and expatriate employees in compliance with local tax and social insurance regulations, oversees benefits administration, loans, and insurance renewals, and supports training and development activities. Additionally, the role handles personnel processes such as onboarding, labor office and social insurance escalations, data compliance, exit management, and internship programs, while providing guidance on employee relations matters and supervising outsourced and expatriate workforce operations, including attendance, payroll, and invoice review.

Main Duties and Responsibilities

    • HRIS:
    • Maintain digital employee records & change any information related to employment status (Manager Change, promotion, salaries, titles, personal information changes) (from creation to termination).
    • Monitor & update timesheets, leaves (annuals, casuals, exceptional, sick).
    • Review & approve timesheets, leaves of Country Director direct reports.
    • Generate midyear leave usage reports, Annual Performance appraisals reports, biennial Talent Campaigns reports, customized reports, attendance reports as required.
    • Evaluate current local HRIS and find more advanced digitalized solutions to match market trends and ease of access to all employees.
    • Benefits:
    • Process monthly payroll cycle for local employees & Expats IVL with required approvals & documentation (Salaries, allowances, deductions, bonuses, pension, overtime, Termination Entitlements).
    • Ensure all salaries are in compliance with local taxation & insurance laws.
    • Handle escalations that may arise from Medical/Life/Pension Insurance provider.
    • Review and revise medical insurance benefits/cost update during renewals.
    • Manage company loan cycle from requests to approvals
    • Monitor Training & Development programs and provide support if needed.
    • Personnel
    • Oversee the onboarding process, Personal Commitment & Conflict of Interest campaigns.
    • Manage escalations that may arise from Labor office or Social Insurance Authority.
    • Revise yearly Form 2 & over 60 years old contract renewals.
    • Process data cleaning for all employees’ information in online/offline databases to ensure compliance with local law and/or internal policy.
    • Conduct Exit Interviews and review clearance forms.
    • Support Human Resources Coordinator in all Personnel aspects if needed.
    • Oversee Internship programs and process compensation as required.
    • Employee Relations:
    • Administer employee requests addressed by HR Projects team.
    • Provide feedback and guidance on all employees’ questions or concerns.
    • Outsourced Labor:
    • Manage all Expats & Head office drivers hiring, attendance, payroll, employee relations, allocation.
    • Oversee outsourced labor attendance, payroll, employee relations in L3Ph3 with Timekeepers support.
    • Review invoices for payment processing.

Qualifications/Experience required

 

Education:

Bachelor of Business Administration

HR Diploma/Courses /MBA is an asset.

Experience:

+8 years of experience in HR roles, preferably within the construction industry.

Extensive knowledge of labor laws & Social Insurance, regulations, and HR best practices.

Demonstrated experience in benefits, employee relations, Personnel, and training and development.

Excellent interpersonal and communication skills, with the ability to build effective relationships with employees and managers at all levels.

Strong problem-solving and conflict resolution abilities.

Detail-oriented with exceptional organizational and time-management skills.

Language Requirements:

Arabic & English is a must, French is a plus.
