Main Responsibilities

The System Assurance Manager will be responsible for leading and managing all System Assurance activities
across the CML1 project lifecycle to ensure that the railway systems meet the required safety, reliability,
availability, maintainability, and Safety (RAMS) standards. The role involves coordinating system assurance tasks
in compliance with international standards and project specific requirements to support the successful delivery of
the railway project.
• Leading and Managing the project’s safety assurance activities at consortium level by overseeing several
sub-systems belonging to Colas Rail, Hitachi Rail, Orascom, Rolling Stock providers and ensuring
compliance with project Quality, Cost, and Schedule criteria
• Lead the System Assurance function for the entire duration and scope of the CML1 project.
• Manage and coordinate all System Assurance activities, including safety, reliability, availability,
maintainability, and security assessments.
• Ensure full compliance with the contract and relevant standards, particularly IEC 61508, EN 50126, EN
50128, and EN 50129.
• Develop, review, and maintain System Assurance Plans, Procedures, and Reports in accordance with
contractual and regulatory requirements.
• Perform system assurance analysis, modelling, and risk assessments for various railway systems.
• Interface and coordinate with engineering, construction, migration, T&C and operations teams to ensure
system assurance requirements are fully integrated into the design and implementation.
• Lead safety and reliability reviews, audits, and assessments throughout the CML1 project lifecycle.
• Manage the Safety verification and validation (V&V) processes and ensure traceability of Safety
requirements.
• Collaborate with the Client, Engineer, partners and ISA to ensure all system assurance deliverables are
approved and accepted.
• Provide technical guidance on the system assurance aspects of civil, railway systems, stations, tunnel,
rolling stock, and O&M interfaces within the railway scope.
• Maintain comprehensive documentation and reporting for assurance progress, risks, and mitigation
measures
• Develop and implement the System Assurance deliverables at System level.
• Produce the technical documentation (according to contractual standards: EN 50126,…) related to:
o RAM: System RAM Allocation Plan, Exported Requirement to Maintenance, RAM
Tracking tools and Record (FRACAS)
o Safety: SHA, IHA, System Hazard logs & reports, Safety cases, Safety Authorization for
dynamic tests and Revenue service
• Perform at System level the RAM and Safety activities in compliance with the QCD work packages
commitments
• Follow up the safety activities and the progress with sub-systems under the consortium through periodic
weekly RAMS meetings
• Allocate the safety integrity level (SIL) to sub-systems under the consortium, ensuring compliance with industry standards and regulatory requirements.
• Managing the System Hazard log and ensuring that safety requirements are considered by sub-systems
under the consortium throughout design, Verification and Validation, installation, testing, and
commissioning
• Ensure the adequacy of the System Assurance deliverables fosters their acceptance by the Customer
within the limit of the Consortium commitments and for Safety ones by the Independent parties (ISA,…)
• Follow up and transfer in a timely manner the exported safety requirement between sub-systems

Responsible

 Perform and participate to the safety, RAM and design reviews in accordance with project schedule
• Support the other stakeholders in the definition of appropriate measures to meet the System safety and
reliability actions and to follow their closure through appropriate documented evidence
• Consolidate the RAMS contribution from other sub-systems under the consortium
• Managing interfaces in Safety Point of view with internal entities belonging to the consortium and the
external safety assessors (ISA), authorities authorizing the commissioning, clients (NAT, Engineer, Civil
Defence), and the operation and maintenance entity.
• Defining action plans to close open points from assessors and validate the safety approach, risks,
acceptance, and a clear understanding of safety constraints related to operation and maintenance

Requirments

Minimum 12 years of total work similar experience, including at least 7 years as a Consortium System Assurance
Manager in similar projects
