About the job

Operations Manager oversees and coordinates all on-site activities during testing to ensure safety, compliance, and operational efficiency. he/she manage real-time operations, validate PTW requests, handle incidents, and liaise with contractors and external authorities. The role also involves supervising access control, ensuring staff training on site hazards, and preparing temporary operational procedures and reports. With strong leadership and authority, the manager ensures safe and uninterrupted execution of all test operations.

Main Duties and Responsibilities

1. Coordinate real-time activities on site during the Tests.
2. Participate in the weekly coordination meetings
3. Carry out the tasks involving the supervision of the line. 
4. Analyze the time/space diagram of the site's activities. 
5. Write temporary operation procedures and templates (i.e for PTW request forms). 
6. Analyze all requests concerning site resources (geographical area, electricity, driver). 
7. Establish the Line operational status daily. 
8. Validate PTW requests and issue authorizations for various operations on site (works, tests, visits, etc.). 
9. Manage with incidents identified during real-time tests, with the help of contractors.
10. He/She must arrange for the necessary on-call duty to be taken by his staff and contractors. 
11. Manage relations on real time basis the relation with various external bodies (City Hall, Fire brigade, Police, etc.), as well as site guarding in relation with the CW partner 
12.  Manage the keys to the technical rooms and cabinets within his/her perimeter, access (and the relevant authorization), and coordinating isolation or track possession with contractors.
13.  Monitor people authorized to access the line, including (legal) training on the specific hazards of the site (during the test period, electrical hazards and traffic-related hazards must be indicated to those involved) and including the information provided to the HSE manager to update its training
14.  Provide a pilot on board the Rolling Stock during the initial tests (as complementary line driver training).
15.  Be accountable for visiting the entire line every day to remove any elements remaining on the platform and check the gauge against the work reports, including the check before switching back on.
16.  Be accountable for being on call during test hours (whatever the test) to contact contractors to resolve a technical problem or coordinate a change of activity.
17.  Coordinate testing activities with the Isolation Manager (switching on and off), operation ensures a safe environment for the tests, so it is important that the level of competence of the personnel is high to create the temporary operation procedures and carry out the related safety operations. For the same reasons of safety, the authority of the temporary operations Manager must be effective and indisputable and cannot be questioned at any time on site.  

Education and Background

• Education: Engineering Bachelor’s Degree .
• Experience: Minimum 10/15 years with relevant experience in Rail sector.
• Language: English is a must, Arabic & French is a plus.
