Position Summary

The Estimating Manager is responsible for coordinating all estimating activities; leading, training, and managing all members of the Estimating department; ensuring the company can bid competitively and successfully on all projects as well as promote and participate in the Goal Zero Safety Initiative. The Estimating Manager will complete estimate reviews, develop and maintain strong relationships with companies we bid with, and liaise with Colas Western Canada counterparts and colleagues. The Estimating Manager is responsible for monitoring and tracking market conditions, trends, as well as keeping up to date on new developments and upcoming projects in the market.

Main Responsibilities

•    Manage and coordinate estimating department and all project estimating activities within the company
•    Develop and implement standard and effective estimating processes at the company
•    Responsible for ensuring weighted tenders, proposals and other business development items meet client specifications and are delivered on time.
•    Oversee, train, and manage the development of the Senior Estimator, Estimators and Junior Estimators
•    Set clear job expectations, coach and provide appropriate and timely feedback on job performance
•    Responsible for the total preparation, completion, timeliness and correctness of all Construction Tenders
•    Develop a tender strategy, analyze tender documents and ensure accuracy, competitiveness and compliance of tenders
•    Prepare materials, labour and equipment cost estimations necessary to successfully carry out a construction project according to proposals, plans, estimates and specifications
•    Analyze, evaluate and forecast variable costs, market volumes and pricing trends
•    Engage in business development activities through interaction with key industry stakeholders (owners, developers, consultants, subcontractors) 
•    Obtain the tender offer and negotiate projects
•    Attend pre-tender meetings and job site investigations
•    Provide customers with full value products, technical expertise and quality service 
•    Maintain industry contracts to stay abreast of new products, markets and developments related to the construction industry
•    Maintain existing and develop new customer base
•    Negotiate contracts and projects with owners, engineers and land developers
•    Develop and maintain relationships with business groups and government agencies
•    Determine and create new opportunities outside the local market
•    Liaise with operations and project team members throughout entire project
•    Supervise preparation of all sub-contracts to ensure timely and accurate contract administration
•    Must ensure a solid understanding of, and comply with the principles of the company’s Code of Ethics
•    Responsible for understanding, supporting, promoting and leading all aspects of the company safety program, initiatives, regulations, laws and codes for his/her area of responsibility
•    Responsible for submitting and/or reviewing reports for safety meetings, hazard assessments and other safety processes as per OH & S legislation
•    Other duties as required

Knowledge / Skills

•    Estimating and Project Management Skills
•    Mathematical skills and analytical skills necessary to do material and labour estimates and interpret job cost reports
•    Ability to use cost-estimating software to prepare cost quotes and bids
•    Strong working knowledge of Microsoft Office (excel, word, etc.)
•    Knowledge of or ability to learn estimating and financial software including JDE, HeavyJob, HeavyBid and other HCSS platforms
•    Advanced communication and negotiation skills
•    Leadership and supervisory skills with the ability to mentor others
•    Understand quality analysis and quality control issues
•    Analytical, accurate and detail oriented

Experience / Education

•    Post-secondary education in Civil Engineering or equivalent is an asset
•    Civil Engineering Technology or P.Eng. Designation is an asset
•    Minimum 8-10 years of experience in road construction required
•    Minimum 10 years of estimating experience preferred
•    Minimum 5 years additional experience leading, training and motivating other employees
