Project Procurement and Logistic Manager - based in Manila W/M

MAIN RESPONSIBILITIES

This role involves operational skill in procurement and implementing procurement strategies, negotiating contracts, and ensuring cost-effective procurement of goods and services while maintaining the highest standards of quality and compliance for the different subsystem as Track works, Catenary, Depot equipment, Signaling and Power supply. 
This role requires project management and communication skills to empower procurement activities linked to wide diversity of stakeholders along the projects execution.
 
MAIN ACTIVITIES
Review and revise if necessary the project procurement plans
Oversee the overall Procurement Schedule
Issue reports to projects and procurement
Monitor the procurement and post order planning with the subsystem managers
Work with the Contract Manager for the development and implementation of procurement documents and templates;
Coordinate all buyers for day to day activities to ensure that following activities are correctly and in time performed
PLM (Purchase Launch Meeting) per package organization
Procurement Schedules are up to date and are populated with Sub system managers.
RFQ (Request for quotation) issuance and follow up
Clarifications follow up and closure
Vendor prequalification and qualification including the data for the Compliance check if needed
TCO (Total Cost of Ownership) issuance / review
RECOMMANDATION issuance / review for PO above 2 M€
Final Negotiation support and/or coordination
Contract issuance
Manage and follow local logistics
Ensure with the Sub system manager that a correct purchase order follow up including expediting and inspection has been put in place
Ensure the mobilization of the means necessary to achieve the objectives (resources, organization, process, etc.)
Ensure an economic and competitive market watch in terms of purchasing strategy and anticipate structural changes
Represent Colas Rail Philippines within the Group Purchasing department
Manage integration, training of employees, monitoring of professional development, detection of valuable employees.
 

OTHER RESPONSABILITIES

REPORTING
Report his/her activity through the monitoring tools (monthly report, minutes of meetings, purchasing follow-up, TCO,...) with regular reporting and data analyzing of the saving performance to his/her hierarchy and other participants in the purchasing process.
Manage the update of the purchasing follow-up tools and the purchasing performance indicators. 
Participate in REX Projects.  
Ensure proper reporting to the Project Team for potential delivery (slippage) and/or cost (claim from vendors) impacting the project(s)
 
CSR
Make sure to respect the rules of Ethic, Health, Safety and Environment. 
Report to his/her hierarchy any situations faced through his/her position and should always report these situations to his/her management to protect him/herself and the company.

QUALIFICATIONS AND LOCATION

Master’s degree - Engineering diploma, and specialization in Purchasing 
Language: French and English are mandatory, Japanese is a plus
Experienced required (10 years min.)
Based in Manila with travels in Japan and/or in France if required
