The Light Rail Construction Manager – Systems/ Construction is responsible for leading and coordinating the installation and integration of various rail systems including communications, signalling, overhead catenary system (OCS), traction power systems (TPSS), and MEP infrastructure. This individual will serve as a key interface between civil and systems contractors, ensuring timely and quality delivery of systems work in accordance with safety and regulatory standards. In this role, you will be responsible for one of the segments on this complex, highly visible, multi-billion-dollar program. 
They manage in a transverse manner the discipline-related activities and the interfaces through the project steps from design to handover. This includes coordination of design with the construction requirements, procurement, and construction work for the discipline, as well as follow-up of post construction activities until handover of the work packages related to the discipline. 

Main Responsibilities

•    Provide day-to-day management and coordination for all the construction work for this portion of the project, having the authority within the construction team to provide direction and leadership for all segment construction activities.
•    Drive the delivery of multidisciplinary work within the section to maximize Value In The Ground (VITG) achieved on a week-by-week basis in accordance with the Project Schedule for the systems and MEP aspects of the Project.
•    Resource the staffing plan and 6 month lookahead, build readiness matrices for upcoming scopes and ensure all elements are in place to deliver without delay.
•    Interface with other Segments / Managers to agree clear boundaries and define scope and documentation requirements at these (e.g. handover of any shared ITPs).
•    Work with Procurement and Contracts Admin teams to ensure a compliance matrix is developed and confirmed complete and that adequate materials and resources are in place to deliver the works and de-risk possible resource spikes across different segments.
•    Ensure the technical and procurement expectations of the Construction Services team are well defined and proactively track their delivery to meet the needs of the Segment construction.
•    Identify opportunities to deliver value earlier within the segment and bring these into the planning.
•    Implement the DBJV HSE process for the work package and provide safety leadership within the segment ensuring method statements are in place and followed.
•    Manage package manager to ensure the built works comply with the PA design and quality standards and compile and submit construction certificates for the works.
•    Develop, monitor, report and control work package costs and schedule through all phases of the Project, with the support of the finance team.
•    Ensure that the team is correctly reporting quantities, claiming works completed and contributing necessary information for the assessment of claims by the subcontractor and to MIP’s client.

Responsibilities Continued

•    Be regularly visibly in the field and ensure that direct reports spend a high percentage of their time at the work-fronts driving production.
•    Maintain the team’s focus on delivery of the works by removing roadblocks and celebrating continued delivery of VITG.
•    Mentor team members and train them in coordinating work on site and managing cost / time / quality.
•    Take ownership of the project schedule within the segment ensuring schedule updates are provided to scheduling team accurately, mitigations are put in place where necessary and optimizations are investigated and incorporated.
•    Ensure the construction is in full compliance with the Project Agreement, including matters relating to quality, safety, environment, and life cycle performance.
•    Work with senior construction leaders to ensure the design and construction are implemented in a coordinated fashion meeting Project Requirements and the Project Vision.
•    Implement the DBJV Quality process for the work package and deliver the work package with required level of quality, with the support of Quality team.
•    Cooperate with all MIP personnel in a polite and respectful manner, motivating and encouraging everyone to be successful.
•    Support project communication by supplying appropriate information to effectively communicate construction to the public and impacted stakeholders.
•    Assist in recruiting qualified individuals to be employed on the project.
•    Contribute to the Testing and commissioning process of the work package managed by the Commissioning manager, including integration testing.
•    Ensure correction of defects until the handover of the work package.
•    Activate as-built documentation and any required technical documentation (maintenance manual) to the JV, with support of design team/suppliers/subcontractors.

Skills/Qualifications

•    Bachelor’s degree in construction related field for systems (Communications, Signals, OCS, TPSS & MEP construction-related work experience)
•    At least 10 years of experience in field, on self-perform construction for large multidisciplinary projects.
•    Must have direct experience performing in a similar role as outlined above, for similar transportation projects in an urban environment.
•    Must be local or relocate to Edmonton Alberta Canada for the duration of the Project (3-year term).
•    Experience working on a large integrated joint venture infrastructure project is preferred.
•    Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions.
