Mission

Be part of this transformative journey and help us create a lasting impact for generations to come! Reporting to the Systems Manager, the T&C Manager is responsible for overseeing and coordinating all Testing and Commissioning activities during the full lifecycle of the project, including construction, T&C and post construction activities until final handover to the client. This includes ensuring design intent is maintained, facilities support for construction teams, managing design changes and ensuring compliance with applicable codes, standards, the Project Agreement and client requirements.


 

Main Responsibilities

• Give oversight of the testing & commissioning phase of the project and provide feedback and direction on path forward. This includes safe integration between the systems testing, construction activities and operations.

• Understand and work with rail operational activities within depots and mainlines, understand and implement safe work practices in and around trains, depot equipment and railway systems.

• Bring knowledge and understanding of depot readiness to accept new and interface with all systems and functions.

• Develop and implement new commissioning and handover sequences, operational readiness strategies, guidance documents, and templates.

• Ensure correct interface documentation is in place and followed during testing and operational activities.

• Monitor and control test hierarchy on site to support project test activities, commissioning milestones, and processes.

• Understand testing and operational sequences on site, attend commissioning meetings to define and implement priorities to deliver project needs.

• Responsible for site safety during testing and commissioning activities, in particular during energization and dynamic testing.

• Coordinate light maintenance and corrective maintenance and documentation during testing phase.

• Ensure project schedules are followed and implemented so that deliverables are provided in a timely and cost-effective manner to all external and internal stakeholders.

• Interface with the Systems Lead and various Discipline Leads to determine potential obstacles to deliver all commissioning activities.

• Ensure that Discipline Leads are applying the principles of validation as outlined in the Project Agreement.

• Ensure that all third-party contractors consistently adhere to the installation and commissioning requirements.

• Utilize previous project knowledge and experience to find solutions to challenges and setbacks as they occur.

• Remain up to date on the best practices to ensure that lessons learned across the industry are applied as required.

• Contribute to constructability and technical reviews; provide input to resolve potential issues and propose constructable solutions.

• Monitor overall progress against the project work schedule.

• Contribute to all commissioning and construction meetings identify potential testing or operation blocking points.

• Understand “readiness” and “priority” when driving commissioning activities. Communicate to all parties needed to guarantee testing activities success.

• Review the testing and commissioning program, to be implemented for successful project delivery.

• Participate in field verification of testing and commissioning activities.

• Develop the Project Systems Completion and Handover processes, ensuring the streamlined movement of assets and information from contractors to the end-user.

• Assist in developing readiness documentation and sequences understanding impact of systems, facilities and rollingstock construction and commissioning activities.

Requirements

• Bachelor’s degree in Electrical Engineering or relevant field and a minimum of 5 years’ experience in one or more medium-sized rail projects.

• Technical knowledge and experience in the commissioning of Transit Rail Systems in at least one major system (Signaling, Communications, Track, SCADA, overhead catenary, tunnel ventilation, etc.).

• Experience in team management.

• Excellent interpersonal and oral/written communication skills.

• Demonstrated commitment to Goal Zero safety program.

• Valid Class 5 license; clean abstract preferred

• Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions

Skills, Competencies, Attributes

• Advanced knowledge of engineering and construction procedures, principles, and concepts.

• Experience leading teams and providing functional support to discipline specialists deployed into other parts of a wider organization.

• Experience working with teams and stakeholders in development and delivery of large infrastructure projects.

• Ability to communicate across technical disciplines (engineering, construction, testing & commissioning).

• Demonstrated working knowledge of railway standards and practices.

• Experience/understanding of construction processes and supervision and the handover of large, public infrastructure projects.

• Ability to use Primavera P6, Bluebeam, MS project, Aconex, SharePoint or similar software.
