Security Manager - Uganda

Mission
Colas is searching for an experienced Security Manager to join its operations in Uganda.
This role is critical to ensuring the protection of personnel, assets, and the project environment in full compliance with IFC guidelines, Ugandan laws, and the Voluntary Principles on Security and Human Rights (VPSHR). The Security Manager will adopt a non-confrontational approach while safeguarding human rights and supporting operational continuity.
Main Responsibilities
- Develop and implement the Project Security Management Plan in alignment with IFC PS4, VPSHR, and the Contractor’s HSE plan.
- Ensure the security and protection of all personnel, assets, and project sites.
- Conduct regular risk and threat assessments to identify vulnerabilities and recommend mitigation measures.
- Establish and maintain emergency response and evacuation plans for all work sites.
- Prepare and enforce security Standard Operating Procedures (SOPs) for incident handling and site access control.
- Oversee and monitor Private Security Providers to ensure compliance with contractual and ethical standards.
- Engage with local communities and coordinate with stakeholders to maintain positive relations and minimize security risks.
- Monitor, report, and document security incidents and trends accurately and timely.
- Manage site access protocols and safeguard company assets against theft or damage.
- Organize and deliver security training and capacity-building programs for staff and contractors.
- Ensure compliance with company policies, including health, safety, and ethics requirements.
Profile
- Minimum 5 years of professional experience, including at least 3 years in a senior or supervisory role within government or a reputable security organization.
- Previous experience in police, security services, army, intelligence, and/or private security organizations (especially international companies) preferred.
- Bachelor’s degree in Social Sciences, Commerce, Business Administration, Law, or a related field from a recognized institution.
- Postgraduate qualification in Security, Geopolitics, or Crisis Management is an added advantage; police or military training will be considered an asset.
- Familiarity with Ugandan and international human rights regulations, IFC guidelines, and ICoCA 2013 standards.
- Practical security management experience, including fuel theft prevention, vehicle monitoring, site security, personal security, and emergency response planning.
- Experience working with individuals from diverse cultures; prior exposure to international companies is desirable.
- High degree of integrity, confidentiality, and strong leadership skills.
- Excellent communication, interpersonal, analytical, and problem-solving abilities.
- Proven capacity to manage multiple priorities, meet deadlines, and remain calm under pressure.
