Mission

Role 
Reporting to the Procurement Category Manager, the Procurement Bid Support Leader is in charge of supporting the Bid Team for major tenders worldwide. Focal point within the procurement organization, the Procurement Bid Support Leader is responsible for the budget submission for the scope of supply including but not limited to rail, sleepers, catenary, electrical equipment …

Objectives
Timely deliver consolidated, consistent and competitive procurement and logistics bid recommendation to Bid manager
Coordinate with bidding team and procurement department
Ensure budget recommendation is aligned with purchasing strategy and projects REX.
Promote sustainable supplier alternatives in bid submission
Price the risks and opportunities

Mission
Coordinate with Category Leaders to align bid recommendation on purchasing strategies
Send Request For Quotation and animate suppliers to ensure price consistency and competitiveness
Propose budget per subsystem (power supply, trackwork, catenary,) and optimization leverages
Collaborate with bidding team and subsystem managers to propose the best option to end customer

Main Responsabilities

Tender Management
Ensure clear understanding of Customer needs (through Bid team)
Analyse consultation packages to define the purchasing bid strategy
Identify supplier panel to be considered, using Category Strategy and Project REX
Send RFQ to suppliers or price thanks to costing model and expertise
Assess risk and opportunities of the market 
Propose a pricing per subsystems with priced risks and opportunities

Procurement and logistic Coordination
Coordinate within the Procurement and logistic organization the execution of the submission
Ensure price consistency thanks to project buyers REX
Use and rely on Category leader for market assessment and Category Strategy
Propose to Procurement and logistics Management Team the submission for approval

Supplier Management
Source suppliers to identify opportunities
Coordinate suppliers to assess risks and identify optimization
Investigate with suppliers Low Carbon alternatives
Ensure key ‘back to back’ conditions from Main Contract having a major impact on Colas Rail are discussed with Suppliers to risk assessment

CSR Strategy
Promote low carbon initiatives and CSR approach to suppliers and Bid Team
Rely on the Sustainable Procurement Coordinator to support Low Carbon Strategy
Ensure low carbon alternatives are priced and proposed to Bid Team          

Your profile

Education: Master’s degree - Engineering diploma, and/or Business school with specialization in Purchasing 

Experience: minimum 3 years in purchasing position such as project or category buyer

Significant analytical skills

Risk oriented

Interest for technical products

English fluent

Good communication skills

Contract management skill is a plus
