Purpose of the Role

 

To co-ordinate/supervise work groups by assigning work, monitoring site progress, reporting of site progress, briefing of staff, completion of paperwork, liaison with signalling depot teams, check results, take actions to ensure quality work, and provide mentoring for staff and general site leadership.

 

This is a UK Mobile position, reporting into the Bristol depot.

Person Specification

 

 

  • Hold or working towards Engineering Manager (Installation) IRSE License
  • Hold or be able to hold SMTH & G110 (Tester & Author Checker)
  • Hold PTS, COSS/IWA track safety competencies.
  • Hold SMTH Competency.
  • Experience in the installation and testing of level crossings, ideally including object detection systems
  • Proven experience of team leadership and influencing staff.
  • Previous experience of Signalling & Telecoms installation and construction activities with a thorough working knowledge of Network Rail standards.
  • Proven experience of delivering to budgets and timescales
  • Understanding of other related rail disciplines and interface management
  • Sound knowledge of budgeting, profit and loss and reporting
     

Key Responsibilities

 

 

  • To supervise signalling teams in a manner that complies with all best practices, Network and Company Standards, processes and procedures and meets the companies and client’s quality expectations.
  • Ensure the safety integrity of all activities undertaken by the staff you are responsible for
  • Manage installation costs against budgets and manage robust records to support this.
  • Organise, manage and develop robustly, a first class Signalling and Level Crossing Installation team and maintain suitable hard copy and soft copy records for regular audit.
  • Allocate installation resources to projects, both internal and external to deliver required skills and keep the team utilization on or above target.
  • Deliver activities within agreed timelines, according to the agreed quality and in line with all safety rules, principles and IRSE licensing requirements.
  • As you will expect the organisation may change from time to time and you will be expected to meet the operational requirements.


Business

  • Accept installation budgets and maintain cost control process to support target delivery in accordance with company procedures.
  • Uphold and support established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on team’s performance. Use the feedback to identify outstanding performance and improve poor performance.
  • Maintain competency management records for all employees and subcontract staff.
  • Ensure personal site diary maintained with daily events recorded appropriately.

Organisation

  • Support and participate in an efficient organizational structure, ensuring the right balance between Colas Rail and agency staff where applicable.

Team Performance

  • Assist with the delivery of the team’s performance using the Company’s Signalling Competency Management Framework and Performance and Development process to identify development needs and ensure that everybody across the Signalling organization has a Personal Development Plan in place to address the skill gaps.
  • Check staff and sub-contractor Competency Records within the Infrastructure Division
  • Make recommendations with respect to career planning and development of the Signalling & Telecoms resources.
  • Assist with the development of level crossing competence within the signalling team.

Technical

  • Undertake monitoring and surveillance of all installation and construction staff to a predetermined plan each year and provide reports in accordance with company procedures.
  • Ensure that resources delivering signalling and telecommunication installation and construction activities across the Track Division comply with relevant specifications and standards set by the Lead Engineer and the Head of Compliance and Assurance.

Support

  • Interface with the Project Engineer and the Signalling Manager to ensure an integrated service to clients.
  • Assist with the resolution of “on site” queries and problems.

Safety & Quality

  • Ensure by audit and review that all internal installation resources are competent to undertake their specified works in accordance with all Network Rail and Colas Rail procedures where applicable.
  • Ensure by audit and review that all external installation resources (subcontractors) are competent to undertake their specified works in accordance with all Network Rail and Colas Rail procedures where applicable.
  • Provide for review any signalling related quality & safety issues.
