Purpose of the role

  • Ensure that your Projects are carried out in accordance with Contractual Specification, all relevant Railway Group and Network Rail standards and company procedures. 
  • Maintain the highest levels of quality on all projects with safety of the line as a key performance indicator.
  • Monitor engineering performance, acting promptly to address any engineering issues that arise during the delivery of all projects.
  • Lead in engineering deliverables on your projects, support in integrating each discipline including sub-contractors.
  • Lead, direct and advise all engineering related staff to ensure that working environment and work practices meet the requirements of the Health and Safety Legislation and conforms to the Network Rail and Company Standards, instructions and best practices.
  • Ensure that the quality of all construction activities meets the required standards, contractual obligations and customer’s expectations.
  • Provide all required input and deliverables required to ensure timely hand back of all projects.

Key Responsibilities

  • Responsible for Engineering assurance on allocated projects.
  • Work as directed by the Contractors Engineering Manager and Contractors Responsible Engineer.
  • Interface with the Project Managers, Design Manager, Construction CREs and Subcontractors to support integrated construction and risk review processes and services to client.
  • Undertake technical supervision, surveying and recording of as-built information as required.
  • Support the provision of suitable technical engineers, site managers and supervisors.
  • Check all processes are carried out by staff with an appropriate level of competence
  • Ensure that relevant staff are briefed and complying with their duties under Construction regulations (Health and Safety at Work, CDM, LOLER and ROGS)
  • Ensure that Construction Phase Plans, Work Package Plans and Task Briefing Sheets, Lift Plans, ALO plans etc are written and authorised for all projects.
  • Review the issued Form A, Form B, Form C, AFC design with Construction Manager and CRE to understand scope of the planned works and record/ make comment on any issues realised that need clarity/ further information to ensure that the full project scope can be delivered safely.
  • Will be responsible for ordering materials and managing the assurance of material upon delivery.
  • Review works methodology and identify Temporary Works requirements.  Work with the Temporary Works Coordinator to develop design briefs and engage Temporary Works Designer.
  • Ensure Temporary Works are implemented in accordance with the design and undertake the role of Temporary Works Supervisor as required.
  • Responsible for process implementation and preparation of paperwork (ITPs, work schedules, test procedures) to ensure technical compliance of works, and verify application in accordance with applicable Railway Group, Network Rail and Colas Rail Standards.
  • Responsible for preparation and collation of paperwork in support of Entry Into Service, Asset Management Plan and Heath and Safety File processes.
  • Support the Contractors Responsible Engineer in the preparation of programmes and estimates for works.
  • Ensure all project paperwork is filed in accordance with the BEP and Information management processes.

Person Specification

  • Degree or equivalent education in Engineering preferred
  • Proven experience in a railway environment to include a general knowledge of all disciplines
  • Proven experience in the delivery of site based civil engineering (foundations, walkways, support platforms, piles, drainage)
  • Professional registration with a relevant institute is desirable.
  • Project Engineering experience would be desirable
  • Understanding of the railway as a system and how the disciplines (Permanent Way, S&T, OLE, E&P, Telecoms) interact with Civil Engineering elements desirable.
  • Sound Technical / Engineering knowledge
  • Good commercial awareness
  • Ability to lead and motivate people to ensure compliance with all relevant technical, quality, environmental and safety standards

  • IOSH Managing Safely
