Job Summary:

Performs market analysis, identifies projects to bid, reads and interprets plans, proposals, specifications, and other documentation to prepare bids and quotes; secures bid bonds coordinates contract, bonds, insurance, subcontracts, and assists in budgeting and project management.

Main Responsibilities

•    Embrace the Company’s safety culture, actively support all safety initiatives, and adhere to defined accountabilities implemented by the Safety Steering and Continuous Improvement teams
•    Support, promote, and practice the Company core values, vision, and mission; follow code of ethics, workplace conduct, safety, and other established policies
•    Track owner agencies and private customer capital improvement programs to identify projects to bid
•    Keep and maintain updated estimating list for construction department  
•    Oversee estimating department and set priorities to ensure bids are prepared, reviewed and submitted in a timely manner
•    Direct work of assigned team, including training and development of estimators, and managing team and individual performance
•    Lead and assist project engineers, project managers, and estimators with estimating practices
•    Participate in project setup and handoffs with project managers and superintendents
•    Ensure that construction estimating standard processes are followed in the preparation of cost estimates, bids, and quotes 
•    Perform material quantity take-offs and audit take-offs performed by others
•    Communicate with subcontractors and vendors to obtain necessary quotes 
•    Participate in bid review meetings with project owner and/or owner’s representatives
•    Develop preliminary project schedules and identify critical phases 
•    Present completed estimates to senior management and project owners
•    Follow up with project owners on submitted bids and report bid results to management
•    Analyze completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies
•    Provide improvement recommendations to cost estimating procedures to reduce discrepancies between estimated and actual costs
•    Maintain data in bidding software and other programs to ensure accuracy of estimates and export of budgets
•    Track annual volumes and backlogs of main competitors and perform other market analysis
•    Coordinate with other Simon regions or areas as needed on projects bidding 
•    Assist in standardization of Simon bidding and estimating processes
•    Perform other duties and complete projects as assigned

Education:

•    Bachelor’s degree in construction management, civil engineering, related field, or equivalent combination of education and work experience 
•    Valid Driver’s License and clean driving history

Skills:

•    10 or more years of progressive experience in estimating asphalt paving, underground utility, sitework, concrete construction and/or bridge construction project; background in heavy highway and/or municipal construction preferred
•    Demonstrated proficiency in MS Office Programs (Word, Outlook, Excel), project estimating/bidding software, project scheduling software and construction accounting software; experience with HCSS HeavyBid/HeavyJob software, AGTEK, Bluebeam and JD Edwards a plus 
•    Ability to lead, manage, and develop others
•    Ability to communicate professionally in oral and written formats, and build and maintain effective working relationships with others at all levels
•    Ability to read, understand, and interpret technical diagrams, financial data, and related documentation
•    Ability to plan work and work under pressure of deadlines
•    Ability to problem-solve and employ critical thinking skills

Physical Requirements:

•    Wear and maintain personal protective equipment (PPE) as required by company safety guidelines
•    Regularly required to communicate (talk and hear) 
•    Regularly required to use hands to manipulate, handle, or feel objects 
•    Frequently required to sit for long periods at a desk using a computer
•    Regularly required to stand, walk, sit, reach with hands and arms, and stoop, kneel, crouch, or crawl; visiting work sites may require walking over uneven terrain and some exposure to dust, chemicals, and loud noise
•    Occasionally required to lift and /or move up to 50 pounds with or without assistance
