LOCATION: Toronto Head Office - 4950 Yonge St, Suite 2400, Toronto, ON M2N 6K1

DEPARTMENT: Pre-construction, Estimating & Procurement, Alternate Procurement Delivery (APD)

REPORTS TO: Director, Design & Construction, Alternative Procurement Delivery (APD)

STRUCTURE:  Potential for hybrid work model (2 days remote work/week) after completing probationary period

POSITION SUMMARY

 

Reporting to the Director – Design & Construction, Alternative Project Delivery (APD), the Estimating & Pre-Construction Manager is responsible for overseeing all the bidding and procurement functions within the APD group and supervises the estimating and pre-construction process through integration with tools and platforms (ie. Scheduling and 3D Modeling) and other internal company subsidiary estimators and staff, and external partners such as design consultants, subcontractors, suppliers, and financial advisors.

 

The Manager will coach/mentor and develop a strong cohesive team, while providing key inputs and guidance towards the project pursuit from an estimating and constructability perspective, overseeing allocation of estimating resources, reviewing estimates, and managing tender closings / pursuit submissions; all in collaboration with the Project Bid Manager and the company, subsidiary, and partner leadership teams. The candidate shall possess advanced communication and collaborative skills, interpersonal managerial leadership, and a thorough understanding of the company’s objectives, with the ability to think and act strategically and develop innovative ways of aiding the company’s success from an estimating and market relationship perspective.

 

 

 

 

  RESPONSIBILITIES

 

  • Oversee the development and management of the project bidding process in an alternative delivery environment, with partners,
  • Provide coaching and mentoring skills to the estimating team,
  • Prepare thorough, accurate, and timely estimates for all direct and indirect costs, including the preparation and submission of bid documents and the development of clearly written proposals and correspondence, including detailed reviews of others’ work,
  • Complete project scope of work reviews to ensure completeness of estimates, and that all technical specifications, subcontractor scopes, and general condition items have been quantified and costed,
  • Key involvement with design development and coordination with design partners,
  • Lead quantity and estimate reconciliation meetings between partners to achieve a harmonized estimate,
  • Co-ordinate output from the BIM model with BIM coordinators,
  • Identify and develop constructability requirements for orders of magnitude and high-level budgeting,
  • Propose and approve project risk and cost mitigation as well as the potential for project opportunities and cost savings,
  • Propose and approve potential bid strategies, constructability requirements, and advantages or innovations to increase bidding success,
  • Provide leadership for the estimating team on major complex projects pursuit,
  • Build effective relationships with clients, consultants, subcontractors, suppliers, and internal stakeholders (operations staff) that reflect and support Colas’ core values,
  • Coordinate estimate output with the P6 construction schedulers,
  • Prepare cash flow tables for financial models, and co-ordinate all Procurement activities.

 

 SKILLS/QUALIFICATIONS

 

  • Bachelor’s degree or educational/experience equivalent involving acquisition of an advanced understanding of complex concepts and procedures, often recognized by a degree (e.g., BA/BSc); Gold Seal Certified, LEED Accredited, LEAN experience, MRICS, and CIQS are all assets;
  • Minimum 5 years (10 years+ preferred) of a combination of field and estimating experience with senior estimating experience an asset,
  • Leadership responsibility related to transportation (highways, roads, bridges, rail, or other infrastructure) projects,
  • Experience with Utility infrastructure, interface management and regulatory processes for Electrical, Lighting, ITS, Water/Wastewater and/or Transit projects is considered an asset.

 

WHAT YOU BRING

 

  • Proven ability to lead and develop a high-performing team,
  • Thorough understanding and proficiency in Alternative Delivery and other procurement models is an asset,
  • Strong computer skills: MS Word, MS Excel, Primavera P6, BlueBeam, HCSS HeavyBid estimating software, or equivalent systems,
  • Valid driver’s license, and ability to accommodate potential short-term travel for project requirements within Canada,
  • Ability to navigate within AutoCAD, Navisworks, Revit and Civil 3D an asset.
