Purpose of the role

 

Colas Ltd has been awarded the 8-year Maintenance and Response contract for Area 9 by National Highways. Worth £328m the contract covers the Strategic Road Network within Herefordshire, Worcestershire, Warwickshire, Staffordshire and Shropshire as well as parts of Gloucestershire, Derbyshire and Leicestershire.

 

Across a total lane length of around 3,760 km of motorway and trunk roads, Colas will deliver cyclical maintenance, reactive maintenance, incident response, severe weather response and minor works in a region that has five strategically critical motorway interchange junctions as well as being at the heart of the new HS2 network and where Colas has a long-established base.

 

Colas Ltd. have an exciting opportunity for a Quantity Surveyor to join our Area 9 team based in Bescot, Walsall WS1 4NL. Reporting to the Senior Quantity Surveyor you will provide support to the Commercial team with the administration of the Area 9 M & R Contract, (Highways Maintenance & Response Contract). The provision of accurate and timely commercial reports and advice to senior management team whilst monitoring contracts and reporting against the appropriate commercial targets. 

Main Responsibilities

 

As a Quantity Surveyor on the Area 9 contract, you be involved in management of budgets, cost forecasting, management and control processes including the use of contract programmes, change and risk registers. You will work to ensure the continual improvement of processes, procedures, and tools to enable the monitoring and management of key commercial drivers e.g change, cost, risk, certification etc including a facility to check and audit. As part of the role you will need to possess good knowledge of standard forms of contracts such as NEC and Terms Service contracts. You will be part of the administration of contracts and/or subcontracts including payment mechanisms, change procedures, and resolution of contentious issues, final accounts agreement and management. You will be responsible for analysing and comparing contracts and subcontract tenders and tender budget information also conduction cost/budget/value comparisons and cash flow. In this role it is important you understand the various uses of Bills of quantities, schedule of rates, and activity schedules and their preparation in accordance with standard methods of measurement. In this role you will be involved with the preparation, maintenance and audit of suitable contemporary records of work progress along with the preparation, presentation, negotiation and agreement of interim and final accounts, including re-measurement in accordance with a standard method of measurement. You will work closely with the Senior QS to ensure framework quotations and prices are issued on time and in accordance with contract conditions. You will ensure all commercial processes comply with Colas’ corporate governance and comply with group standards. Ensure all activities are undertaken with due regard for the environment, to prevent pollution, comply with legal and corporate requirements and minimise environmental impact. 

Ideal Candidate

 

The ideal candidate will have a BSc in Quantity Surveying (or other equivalent commercially related discipline). It is desirable that you have atleast 5 years experience within Quantity Surveying in the Highways industry, we are open to someone who comes from a Construction background with relevant transferable skills and the right attitude towards the role.

 

You will be working towards or prepared to work towards professional membership of an appropriate organisation (for example, RICS, CIOB, ICES). You will hold an appropriate Construction Skills Certification Scheme card or be prepared to obtain one. Experience of administering NEC Term Service Contracts & Other NEC forms of contracts, is desirable. A full UK driving licence is required for this role. We are looking for someone who has excellent numeric and computer literacy skills and communicate effectively both verbally and in writing. You will be proactive, ambitious and great at problem solving. We are looking for someone who has a real passion for this role.
